PROJECT
OCRA: Operational and Commercial integration between
overseas shipping along the Southern route and intermodal Rail transport
between the Port of Trieste and Prague, developing a innovative RFID
tracing system for a more efficient and effective rail transport.
OCRA is an innovative action set up in order to overcome
the complex structural market barrier to the implementation of a daily
train service between the Port of Trieste and Prague, whose purpose
is to manage the freight flows between the Far East and Czech Republic
in a more environmentally sustainable way for the interested European
territories.
The market (shippers, forwarders, shipping lines) demands – concerning
rail freight services – daily train linkages in order to ensure
a “quality” relation inland-port.
Since the actual levels of demand for railfreight services on the relation
between the Trieste harbor and terminals in Central Eastern Europe require
an enormous capital investment to support a daily shuttle train, OCRA
action identifies as a possible solution the implementation of a mixed
traffic rail freight service, combining intermodal and single wagon
flows.
Single wagon transport is characterized by a) higher costs, and b) lower
quality in terms of transit time and reliability (need for more shunting
operations and difficulties in scheduling, higher risk of organizational
inconveniences generated by the need of coordination between Railway
undertakings, Shunting Operators, and Infrastructure Managers).
OCRA objective is to create the right conditions in
terms of demand to establish an economically self-sustainable service:
adopting a year by year implementation plan that will lead to a traffic
flow of daily block trains on the considered relation, supported by
significant demand shifted from road to rail; operational, organizational,
marketing and ICT innovative solutions are the key factors for the success
of the action;
enhancing the quality of the offered service – with particular
attention to the single wagons flows – through the application
of tracking and tracing capabilities based on RFID allowing more actors
in the value chain logistics services that were formerly available to
the rail operators;
Focused marketing and dissemination activities to demonstrate the
value added logistics services to the complete chain of stakeholders
creating a lasting sustainable offering to future users of the OCRA
system.
In particular, OCRA objectives will be pursued through
the implementation of three key activities, the first represented by
the implementation of the rail service in order to reach the target
of a daily shuttle train; the second activity consists in the development
of ICT tools representing the decisive element in order to fulfill market
requirements in terms of quality of the rail freight services; the last
key activity is represented by the marketing actions set up in order
to create and develop the demand for rail freight, in order to enable
the implementation of the service up to one daily block train and more,
and the economic self sustainability of the service over time.
